A native of Northwest Ohio, Mr. Marks was born and raised in the Toledo area. He is a graduate of Perrysburg High School and an Eagle Scout. After serving a two year mission in Italy, Mr. Marks returned to the United States to finish his education. He earned his Associate of Arts Degree at The Ohio State University before transferring to Brigham Young University to finish a Bachelor's Degree in History.
