Chad W. Gulstrom was born in Lewiston, Idaho and raised in Sandpoint, Idaho. He graduated from Sandpoint High School in 1989. He obtained a Bachelor of Science degree in Criminal Justice with a minor in Sociology and a minor in Psychology at the University of Idaho in 1993. A semester of his undergraduate school was spent at the University of the Virgin Islands on St. Thomas, U.S.V.I. in the Caribbean.
